Importing Seed from India or Turkey?

Earlier this month, the Trump Administration announced its intention to terminate special trade benefits that India and Turkey had been receiving under the Generalized System of Preferences — a preference program for developing economies. As a result, dozens of HTS codes for seed (including wheat, pulses, and some vegetable seed) that previously entered the U.S. duty-free will now be subject to tariffs. The termination will not take effect until early May, during which time the governments of both India and Turkey may petition to remain in the program. Click here for a list of impacted products.
